Police arrested 67-year-old Zhao Chunli of Half Moon Bay shortly after 4 p.m. Four victims were found dead on San Mateo Road, and three more victims were later discovered at a second site in the 2100 block of Cabrillo Highway South, Corpus said during a news conference.
