McCarthy scrambles for votes to be elected speaker of the House (NPR)

Republicans take control of the House on Tuesday. The first vote is to elect a new House speaker but Rep. Kevin McCarthy, R-Calif., still doesn't have the ...

Scalise, who is in line to serve as House majority leader, released an agenda for the first two weeks of January. There is potential for the process to drag out for hours or even days if McCarthy is unable to convince some of the holdouts to back him. But nothing else can happen in the House of Representatives until a speaker is elected. While McCarthy agreed to some of their requests, McCarthy still rejected other demands, like bringing a bill to the floor to impose term limits for representatives. "Today, for the first time in 100 years, the House of Representatives failed to organize on opening day. He cited the letter, which states "the times call for a radical departure of the status quo — not a continuation of the past, and ongoing Republican failures." "Maybe the right person for the job of speaker of the House isn't someone who has sold shares of himself for more than a decade to get it. McCarthy also agreed to to change a rule that would allow a group of five members to offer a resolution to remove the speaker. "Maybe the right person for the job of speaker of the House isn't someone who wants it so bad," Gaetz said. "House Democrats are unified, ready, willing and able to get to work on behalf of everyday Americans. "I'm for Kevin McCarthy and I've told you guys I don't know how many times, I want to chair the Judiciary Committee," he said. In Round 2, the counts for Jeffries and McCarthy stayed the same, however, 19 votes went to Ohio Republican Rep.

'I earned this job': Republicans explode in meeting before speaker ... (Politico)

House GOP Leader Kevin McCarthy and his top supporters erupted at the dozen-plus conservative hardliners vowing to block his speaker bid in a closed-door ...

Some Republicans say McCarthy should make a deal to persuade some Democrats to leave the floor after several ballots. He also told members that there are about 20 GOP lawmakers who plan to vote against him, far more than the five who have publicly opposed him — in a preview of the chaos that he met on the floor. Roy wasn’t the only Republican vowing to vote against McCarthy to speak up. It’s an about-face from just weeks ago, when the conference set the threshold to prompt such a vote, known as the motion to vacate, at a majority of its members. After brewing for years, the revolt against McCarthy materialized on the floor in front of all 434 members (with the seat of the late Democratic Rep. Mike Rogers (R-Ala.), the top Republican on the House Armed Services Committee, pushed the idea that any Republican who opposes McCarthy should be stripped of committee assignments. Elise Stefanik (R-N.Y.), who leads the GOP conference, said in a booming floor speech delivered moments before lawmakers began to vote. Ben Cline (Va.) and Clay Higgins (La.), and Rep.-elect Mike Collins (R-Ga.), who had previously pledged to vote against McCarthy — the GOP leader didn’t pick up any new support in the second round. Ralph Norman (R-S.C.), said they could persist for “six more months.” In the meantime, the House GOP risks a chaotic floor fight, with no rules of the chamber yet in place. For most of Tuesday, McCarthy’s allies insisted they would keep voting until a path emerged for him to seize the gavel, an attempt to grind down his opponents. After 14 years in leadership, McCarthy has now tried and failed three times to fulfill his decade-long dream of becoming speaker. GOP lawmakers now hope to resolve their leadership battle privately after several humiliating hours on the floor.

Kevin McCarthy's Reckoning (The Atlantic)

It all depends on whether Representative Kevin McCarthy of California, the GOP House leader, can lock down the final votes he needs to become speaker. As of ...

The most contentious of these involves what’s known as the “motion to vacate,” a mechanism by which members can force a vote to depose the speaker. No speaker vote has gone to a second ballot for a century, leaving no modern precedent for what happens if McCarthy does not get the support of 218 members. He has desperately tried to placate the five most ardent holdouts—a quintet that includes the Trump loyalist Representative Matt Gaetz of Florida—with concessions that would empower individual members at the expense of McCarthy’s sway as speaker. McCarthy has said he will not drop out after the first ballot, effectively hoping to wear down his GOP opposition or cut deals that will secure him the votes he needs. So for the moment, the functioning of the legislative branch depends on McCarthy’s ability to wrangle votes. It all depends on whether Representative Kevin McCarthy of California, the GOP House leader, can lock down the final votes he needs to become speaker.

McCarthy was optimistic things are going to go his way on Tuesday. “They can they can they can totally undo him — or they can be his biggest champion.” Jim Banks (R-Ind.) and Byron Donalds (R-Fla.) each received a vote, as did outgoing Rep. “If they think this is going to be a game of chicken, to see who’s going to blink first, they’re going to be sadly surprised,” Rep. The 118th Congress began on Tuesday, and though Republicans won control of the chamber last November, a not-insignificant portion of the party remains steadfastly opposed to giving McCarthy the gavel.

Kevin McCarthy Fails to Win Speakership in Historic First Day of Voting (TIME)

In the first time in a century, the party in power failed to elect a Speaker of the House during the first round of voting.

A group of five hard-right lawmakers, most of whom are part of the House Freedom Caucus, have made their antipathy to a McCarthy speakership known for months. It’s a scenario that reflects the fragility of the fractured Republican governing coalition positioned to take the reins of the House. “Maybe the right person for the job of Speaker of the House isn’t someone who wants it so bad,” Gaetz proposed to his colleagues. With Republicans still scrambling to resolve the stalemate, there appears to be no end in sight. McCarthy, in their view, has been too willing to work with Democrats in the past and has contributed to a bloated federal government. “I think ultimately the other side is going to break down and say, ‘We’ve lost, we don’t have the votes, and we have nobody to offer that has any ability to get near the votes.’” Matt Gaetz of Florida nominated Jordan for Speaker on the second round of voting, right after Jordan nominated McCarthy. There could be many more rounds of voting to come, and the House plans to hold the fourth round on Wednesday. “If they can’t caucus themselves, how are they going to govern the caucus and do what’s necessary for this country?” On Sunday, for instance, he released a resolution that changed the House rules to give more leverage to his defiant detractors, allowing just five members the ability to oust the Speaker. Hakeem Jeffries of New York](https://time.com/6243296/hakeem-jeffries-first-congress/), garnered more votes than his GOP counterpart, leaving open [the possibility](https://www.usatoday.com/story/news/politics/2023/01/02/house-speaker-vote-explained/10912271002/) that the leader of the minority party could win the speakership on a plurality vote if Republicans cannot reach a consensus. The internecine drama unfolded on the House floor despite McCarthy spending the holiday weekend capitulating to his party’s defectors on multiple fronts.

The new House GOP majority is locked in a chaotic once-in-a-century fight to determine who will serve as the next speaker after Republican Kevin McCarthy ...

The tally for the second ballot was 203 votes for McCarthy with 19 votes for GOP Rep. Byron Donalds joining the 19 GOP lawmakers who had voted against McCarthy in the first two rounds. Jordan, to show that he is not vying for the job, nominated McCarthy ahead of the vote on the second ballot. McCarthy has already given in to a number of their demands, including making it easier to topple the sitting speaker, but it is unclear whether his efforts will be enough. The last time an election for speaker went to multiple ballots was in 1923. The top House Republican has defiantly vowed to stay in the race as he continues his increasingly imperiled bid for speaker.

US House in chaos after Kevin McCarthy loses speaker votes (BBC News)

Republican rebels defeated party leader Kevin McCarthy three times. Can he still find a way to win?

One suggestion verged on fantasy (five Republicans decide to vote for Mr Jeffries, a Democrat, and deliver him control of the House). "Kevin McCarthy has not made friends with certain segments of the caucus for a while, he's made a lot of enemies," said one Republican lobbyist, who requested anonymity to speak frankly about Tuesday's vote. The other Republican lobbyist, however, believed there was "no path to victory, at all, period." Mr McCarthy entered into negotiations with his detractors - who see him as too mainstream and power hungry - offering concessions to try to win their vote. That allowed a group of hardline conservatives to band together to oppose his nomination. Instead, Mr McCarthy faced a rebellion from within his own ranks and made history for all the wrong reasons.

has gone from being a ruthless and disciplined party of limited government and trickle-down economics to a party of anti-government protest to, now, a party of performative verbiage—in which the likes of Gaetz and Boebert (and, of course, Trump) are far more interested in boosting their follower count, raising money, and appearing on “The Sean Hannity Show” or Newsmax than they are in governance. The irony is that McCarthy had already prostrated himself before the ultras, offering them a series of rule changes, one of which would allow just five representatives to force a vote on ousting the Speaker. Gaetz, in his speech nominating Jordan, described McCarthy as an inveterate swamp creature who “had sold shares of himself for a decade” to get the job of Speaker. Even as McCarthy told reporters that he had no intention of dropping out, it wasn’t evident what good a delay would do. It is the essence of a revolution, especially one staged for social media and Fox News, that the revolutionaries cannot be bought off by members of the corrupt establishment. Not in a hundred years had it been such fun to be in the new minority party. “I’ve got my popcorn ready,” she joked on Twitter, where she also posted a picture of herself just outside the Speaker’s lobby. Robin Kelly, the Democratic representative of Illinois’s Second District, had the right idea when she headed into the House chamber early Tuesday afternoon.

In the run up to the speaker vote, McCarthy tried everything. That appeared to have the reverse effect of what he and his allies were intending. Trump maintained his power with the base and endorsed scores of candidates in the 2022 midterms. The pair were able to use each other – Trump for normalizing what he did Jan. The ostensible reason for the GOP-led Benghazi investigation was to find out what happened in an attack on an American embassy in Libya, where four people died – not to hurt Clinton. House Republicans are at a contentious stalemate over who will serve as the next speaker as Kevin McCarthy vows to continue his increasingly imperiled bid ...

One lawmaker who spoke with Trump late Tuesday suggested the former president should run for speaker himself, according to a person briefed on the call. The tally for the second ballot was 203 votes for McCarthy with 19 votes for GOP Rep. Two GOP sources familiar with the matter said McCarthy’s allies were panicking on Tuesday after the former president gave a tepid response to NBC News when asked about his support for McCarthy. In the fourth round of voting, 20 Republicans voting together for Donalds as the group switched their collective support from Jordan to Donalds. Trump put out a strong endorsement on Truth Social Wednesday morning, imploring Republicans not to “TURN A GREAT TRIUMPH INTO A GIANT & EMBARRASSING DEFEAT” and urging them to vote for McCarthy. McCarthy has already given in to a number of their demands, including making it increasingly easier to topple the sitting speaker, but so far his efforts have not been enough. The tally for the first ballot in the speaker vote was 203 for McCarthy, with 19 Republicans voting for other candidates. His obstacle is that he faces a small but determined contingent of hardline conservatives who have so far been successful in denying him the votes to secure the gavel. Sources said the talks Wednesday between McCarthy allies and holdouts have been the most productive and serious ones to date. McCarthy’s latest concession would be a significant win for hardline conservatives – after the California Republican had already proposed a five-member threshold, down from current conference rules that require half of the GOP to call for such a vote. The House GOP majority has been stuck at a contentious stalemate amid opposition to McCarthy from a group of conservatives. The House will continue to be paralyzed until this standoff is resolved.

After the adjournment, members left for meetings that many hoped would break the stalemate in time for the House to reconvene today at noon. “I think everybody goes in their corner and talks,” Representative Ken Buck of Colorado, a conservative who voted for McCarthy, told reporters. But when Representative Tom Cole of Oklahoma, a McCarthy ally, made a motion to adjourn before the fourth vote could be taken, no one put up a fight. “Jeffries, Jeffries, Jeffries!” now-former Speaker Nancy Pelosi exclaimed in the fourth hour of voting. As the third ballot dragged on, a few Republicans seemed on the verge of nodding off, and others grew chippy. Democrats, the party that voters had relegated to the minority, were giddy and celebratory. “Let the show begin!” one exclaimed after the House formally convened. But it also “emboldened the other side,” Representative Pete Sessions of Texas told reporters before the votes. When the chamber adjourned for the day at about 5:30 p.m., McCarthy had already left the floor, his latest bid for speaker thwarted at least momentarily, and perhaps for good. “The world is watching.” He pointed out that the Republican whom all 19 of his detractors had backed on the second ballot, Representative Jim Jordan of Ohio, didn’t even want the speaker’s job and was supporting him. But the congressman, who is in line to assume chairmanship of the powerful House Judiciary Committee, insists he does not want the job and spoke in favour of electing Mr McCarthy on Tuesday. Mr Biggs, 64, was nominated by a colleague as an alternative option for Speaker on Tuesday but received only 10 votes, including his own, in the first round. In three successive ballots, all 212 Democrats in the chamber voted for their own leader, New York congressman Hakeem Jeffries. He said neither Mr McCarthy nor anyone who has been in Republican House leadership over the past 10 years were acceptable to him. She was re-elected to the position this November. Candidates for speaker must be nominated by members of the House, but they don't need to be elected lawmakers of the chamber, according to the US Constitution.

"This was a mainstay rule in our chamber that empowered all the members of Congress," said Donalds, who on Tuesday had publicly shifted his support away from McCarthy. That would make it easier to replace the future House speaker. This left all 434 members of the House technically still members-elect, not official voting representatives. The House adjourned Wednesday night after breaking for several hours earlier in the evening to give Republicans more time to sway 20 of the party's most conservative members that have been blocking McCarthy's run for speaker. The standoff over McCarthy has been building since Republicans won the House majority in the midterm elections. The first ballot sent votes to Rep. Jim Jordan (R-OH) and Rep. While some moderate Republicans have scoffed at the idea of such a deal, it seems to have been put forth more as a mechanism to scare recalcitrant conservatives into supporting McCarthy than a serious proposal. Rep. The Louisiana Republican has long been mooted as the most likely Republican alternative to McCarthy. This could also end up being a stalemate of a size and scope that has a lot in common with the Western Front in World War I. These include placing conservatives on the powerful House Rules Committee, which sets the terms of how bills can be debated in chamber and changing House procedure to allow just a single member to offer a motion to declare the office of speaker vacant and hold a new election. A lot of the key issues focus on whether the rebels feel that McCarthy will be sufficiently constrained to block the type of bipartisan spending bills that are anathema on the right. That’s a non-negotiable item.” (Norman seems to have conflated raising the debt ceiling, which involves the Treasury’s ability to issue new debt and would otherwise result in credit default by the United States, with the actual funding of the government.) Byron Donalds (R-FL), Rep. Ralph Norman (R-SC) told reporters that he needed the California Republican to display sufficient fiscal conservatism. While some of the rebels — largely from the House Freedom Caucus — are considered to be “Never Kevin,” others are amenable to supporting McCarthy if sufficient concessions are made. On Thursday the House held five separate votes to select the next speaker and got the same result every time, and each time Republican

Will Kevin McCarthy Be Elected House Speaker? Live Updates. (New York Magazine)

Kevin McCarthy, the prospective House speaker, appears to be short of the votes he need to unite Republicans. Here are live updates on Tuesday's voting, ...

The math indicates that if as many as 11 Republicans vote “present,” McCarthy won’t get his majority, and the Speaker’s election will go to a second ballot, which will occur right away. (The name most often heard is House Minority Whip Steve Scalise, who is loyally backing McCarthy.) For his part, McCarthy has indicated he will doggedly pursue his own election through subsequent ballots until the opposition crumbles; dealmaking is likely to go on behind the scenes as long as the balloting continues. But conservative extremists in the House Freedom Caucus are now trying either to defeat McCarthy or to shake him down for [reports](https://twitter.com/Olivia_Beavers/status/1610290177682841601) that Alabama representative Mike Rogers told the caucus that anyone who does not vote for McCarthy will not get a committee seat for the next two years. He has already [made a number of them](https://thehill.com/homenews/house/3795223-mccarthy-offers-concessions-to-detractors-with-house-rules-package/). McCarthy lost 19 Republican votes in the count. If an anti-McCarthy GOP House member voted “present,” it would have taken ten votes to sink him in the first round of voting. There’s now talk of an adjournment (there are still a fair number of children on the floor who are probably getting hungry and grouchy), though Team McCarthy has resisted that option up until now out of fear that additional time will allow his foes to plot. Many Democrats enjoyed their front-row seats to the disarray, cheering for Nancy Pelosi as she voted for Hakeem Jeffries for Speaker: But in the first round of voting on Monday, he lost the votes of 19 Republicans — when he could afford to lose just four defectors. The US House of Representatives will return on Thursday after six failed votes. What needs to change?

He is considered a staunch, southern conservative and has literally bled for the party, having been seriously wounded in the 2017 attack on Republican members of Congress during a baseball practice. Could such a thing happen in the US House of Representatives, as well? Surrender has to be considered a possible, even likely, outcome for Mr McCarthy after more than two days of failure. He also agreed to lower the threshold for triggering a vote on whether to unseat the speaker to only one House member. His hope is that momentum toward victory would increase the pressure for those opposing him to throw in the towel and placate rank-and-file members on his side who are getting increasingly frustrated at the ongoing deadlock. The current strategy from Kevin McCarthy appears to be to fight a war of attrition.

For a second day the House of Representatives is in suspended animation as it can't start a new session until a speaker is elected.

But he argued the country is facing a crisis, and he wants to push back. But we may be reaching a point where some members are starting to say out loud that McCarthy may need to step aside. But Donalds just got 20 votes, and he actually admitted he wasn't really planning to run, but he was trying to move forward the effort to try to get Republicans to a consensus. The group is sticking together, but he doesn't think McCarthy is a true fiscal conservative. A McCarthy aide said there's been a group that's been sort of reaching out. He told me he wants McCarthy to agree and insist on major federal spending cuts or force a government shutdown this fall. The group opposing Kevin McCarthy got behind a new candidate today, Florida Congressman Byron Donalds, who is Black. There is still a group of 20 Republicans who are voting against him. Before - beyond the 20 opponents, there was another member, Indiana Republican Victoria Spartz, who had been voting for McCarthy but voted present today. And meanwhile, the twists and turns playing out on the floor have brought the House to a standstill. Even before the session started today, McCarthy admitted it might not happen today, but he insisted he will eventually prevail. Members can't be sworn in until a speaker is elected.
