The short of it, however, is laid out in the following statement:

"The Defense Matrix Initiative" for Overwatch 2 is an infrastructure of systems to keep the game fair, and promote positive behaviour.

The same phone number cannot be used on multiple accounts at the same time, and players can’t use the same phone number to create multiple accounts. Similarly, if a disruptive player has been suspended or banned, SMS Protect makes it more difficult for them to return to the game”

With Overwatch 2 going free-to-play, there is a greater possibility of cheaters and disruptive players, something Blizzard is hoping to combat.

The FTUE will assist newer players who might feel overwhelmed by the amount of heroes, game modes, and more that were immediately available in the original Overwatch by giving them a more gradual introduction to the game. A lot of these competitive changes are clear to see lower down in the blog post and they include the removal of the general chat feature, a new ping system, and alterations to the pre-match screen, which will no longer feature player levels and ranks. According to a blog post made on Blizzard's official website, the Defense Matrix has been created to make a safer Overwatch 2 community, nurture programs that ensure a "positive experience for all players," and maintain competitive integrity by eliminating cheaters and disruptive players.
