The shooting on the Benjamin Franklin Parkway caused attendees to flee.

The incident caused stampedes of people watching fireworks on the Benjamin Franklin Parkway to flee what they believed was an active shooting. According to Outlaw, Diggs was grazed on the top of his head, Foster on the top of his right shoulder. “We all just turn around and look and see people are running toward us,” said Regina Hicks, 33, who was standing near the stage with her nephew to watch the fireworks. Deputy John Foster, 44, was on duty during the July 4th festivities in Philadelphia when he was grazed in his shoulder by gunfire. Philadelphia police are investigating the possibility that officers were struck by falling bullets from “celebratory gunfire” unleashed during July 4th festivities. And the state’s law means that passing citywide gun control legislation isn’t an option for Philadelphia to address its ongoing gun violence crisis, despite renewed calls for doing so. According to a copy of the statement, obtained by The Inquirer, Outlaw stated that two officers — later identified as Philadelphia Highway Patrol Officer Sergio Diggs and Deputy John Foster, from Montgomery County Sheriff’s Bomb Squad unit — were working a fireworks-related crowd control detail on July 4th. Police sources, speaking on the condition of anonymity due to the ongoing investigation, say the rounds were later recovered in nearly pristine condition. The victim — who police did not immediately identify — was taken to Albert Einstein Medical Center and pronounced dead. Police said the victim, a 35-year-old man, had been shot on the 3800 block of Archer Street. As of late Tuesday morning, no weapons had been recovered for any of the shootings and no arrests had been made, police said. Police in this incident found a 20-year-old man with gunshot wounds to his head and left thigh.

There's not an event or a day where I don't lay on my back at night look at the ceiling and worry about stuff. The governor does the best he can. "I said I was looking forward to no longer being mayor. He was assisting Philadelphia police for the Party of the Parkway, as law enforcement from surrounding counties often do during large events in the city. I don't enjoy the Fourth of July. I didn't enjoy the Democratic National Convention. I didn't enjoy the NFL Draft," he said. "It is miraculous that the round stopped in his hat. Our Attorney General does the best he can. There is no word on a suspect or any arrests so far in this shooting. But the legislature won't let us. He says angels were with officer grazed in head.
