Juneteenth may be the country's newest federal holiday, but for many Black Americans, June 19 has long been associated with homegrown community celebrations ...

A coalition of organizations are demanding that Biden create a federal commission by executive order to study reparations and the long-term effects of slavery. Now that it's a federal holiday, part of figuring out how to mark the day as a nation comes with educating the public about it. Are you giving decision making power to people who are representative of the community that this holiday is meant to honor?” “African Americans have always used these moments of memory to think about where the community has come from and what we’re pursuing and striving toward, as well as taking the time to pass down history and culture,” she said last year. The move prompted questions about who can even own the idea of Juneteenth, and the appropriateness of corporations cashing in on what could be considered a bittersweet holiday, commemorating the end of enslavement and the beginning of a generations-long struggle for civil rights. Many were angry to see the trademarked Juneteenth ice cream on shelves, developed with the help of a corporation that creates artificial flavors, and a children’s museum apologized after its Juneteenth menu included a watermelon salad.

Here's what's open (and closed) on Juneteenth 2022 (Fortune)

The relatively new June federal holiday could bring about some inconveniences as you try to get things done on your day off.

The New York Stock Exchange, Nasdaq, and bond markets are all closed Monday. Their next scheduled holiday is July 4. UPS will not make any ground, air, or international deliveries on the 19th—and most UPS stores will be closed. There won’t be any from the U.S. Postal Service. Mail delivery is suspended both that day and on Monday, when it is observed. The company will operate normally on Monday, however. Juneteenth is celebrated on June 19 each year. The day became known as Juneteenth and for a long time was only observed in Texas.

Juneteenth Is a U.S. Holiday, but Not a Day Off In Most States (The New York Times)

One year after President Biden made Juneteenth a federal holiday, more than 30 states have not authorized the funding that would allow for state employees ...

Now, 24 states, and the District of Columbia, have made it a paid holiday. “I just think it’s putting the cart before the horse to make a holiday people don’t know about,” Senator Hensley said during the hearing. President Ronald Reagan signed Dr. King’s birthday into federal law in 1983, but by 1990, Montana, New Hampshire and Arizona still had not made the day a legal holiday. Such actions show state employees, he added, that “‘this is a sacrifice on our part.’” The N.F.L. also stripped the Phoenix area of its rights to host the 1993 Super Bowl. Mr. Biden signed the holiday into federal law on June 17, 2021. Some have said that not enough people know about the holiday to make the effort worthwhile. The legislation was approved 148 to 1 in the state’s House of Representatives and 35 to 1 in the Senate. Since the effective date of the measure is Oct. 1, 2022, the first Juneteenth to be legally recognized as a state holiday will be in 2023. Though all 50 states have recognized Juneteenth by enacting some kind of proclamation celebrating it, its full adoption as an American holiday has yet to take root. Texas became the first state in the country to make Juneteenth a paid day off in 1980. Only two knew what it was, he said. In 1990, Arizonans voted against a measure that would have made the day a paid holiday, leading Stevie Wonder, the Doobie Brothers and Public Enemy to boycott the state in protest.

A Juneteenth holiday bill failed in South Carolina, where Confederate Memorial Day on May 10 is a state legal holiday. Several governors in states without a permanent Juneteenth holiday on the books have used their executive power to declare a one-time paid holiday for state employees. Other states recognize Juneteenth with a day of remembrance or observance, but they aren’t legal holidays and do not entitle state employees to paid time off. Alabama Republican Gov. Kay Ivey declared June 20 a Juneteenth state holiday for 2022, closing all state offices. Admitted to the Union in 1859 with a Black-exclusion clause, Oregon was the only state that joined as Whites-only. Tennessee Republican Gov. Bill Lee included funding for a state Juneteenth holiday in his proposed budget this year. Texas was the first state with an official Juneteenth holiday in 1980. “It’s an issue of respect,” Oregon Democratic state Sen. Lew Frederick, who carried the Juneteenth bill that the legislature unanimously passed, said in an interview. “I just think it’s putting the cart before the horse to make a holiday people don’t know about. Long celebrated in the Black community as Freedom Day, Independence Day or Emancipation Day, Juneteenth is a time for get-togethers, picnics, concerts and reflection. “I can understand the argument from the other side, but this is not just about dollars and cents,” he said. Thousands of enslaved people in Texas – among the last to learn of their independence – tasted hard-won freedom for the first time.”

Union Gen. Gordon Granger set up his headquarters in Galveston, Texas, and famously signed an order June 19, 1865, "All slaves are free.

"We want the Juneteenth museum to help eliminate the scourge of modern slavery and human trafficking," Jackson says during a tour of the building. "Our city puts out a very positive image, but there is a dark side to Galveston," says Eugene Lewis, retired Galveston police commander and early Juneteenth booster. He built his own house and the houses of other emancipated people in town. "It was the men with the guns. Until recently, the structure was headquarters for a Texas homebuilder until earlier this year when June 19 Museum Inc., based in Washington D.C., acquired it. "Consistent with the American culture it's already being commercialized," she says. What was so unique about the Juneteenth Order that it is now a federal holiday? It was a church affair." Black people could go to the beaches there but we could not celebrate anyplace else." "It was not a piece of paper that freed enslaved people of Texas," he says. It was a family affair. With the new Juneteenth federal holiday, signed into law last year by President Biden, the city hopes it will also become a must-visit site of essential American history.
