California primary election: Sen. Alex Padilla advances to the general election in November. Congressional races not yet called.

If Kim and Mahmood advance to the general election, the district would likely be easier for Republicans to retain. Biden won among voters in the new the district by 11% in 2020, and they also opposed the recall of Gov. Gavin Newsom last year. In fact, Mahmood advertised about Raths in the primary in an attempt to raise his profile. Robert Garcia had a significant edge in fundraising and endorsements. Padilla was on the ballot twice — once to fill the remainder of Harris’ term through early 2023 and in the primary to run for a full six-year term. Those general contests in November could usher in a number of changes to California’s 52-member House delegation, the largest in the nation. “I’m humbled and excited to continue delivering for California and earning the support of California voters again in November.” Democrat Jay Chen, the son of Taiwanese immigrants and a Navy Reserve intelligence officer, is her main rival. This year, however, the Hanford Republican faced two competitors from his right, reflecting anger in the GOP base over his vote to impeach former President Trump. The onetime conservative district had been trending more liberal in recent years as demographics changed, and after redistricting, Democrats now have a nearly 12-percentage-point voter registration advantage. Republican Rep. Mike Garcia, a former fighter pilot, and Democratic former Assemblywoman Christy Smith will battle for a third time to represent a northern L.A. County district. Under California’s primary system, the top two vote-getters will move on to the November general election regardless of party.

So in Tuesday's primary, one of the votes was a special election for someone to fill the 56 or so days (from when election results are certified in November until Jan. 3, 2023) that will be left on Harris' original term. This gave Gov. Gavin Newsom the opportunity to appoint Padilla, who was then California's secretary of state.

Sen. Alex Padilla Projected to Win Twice in California Primary Election (NBC Southern California)

Sen. Alex Padilla claimed a commanding victory in Tuesday's California primary election, advancing to the general election in November.

But despite those problems Democrats are expected to maintain their firm hold on state offices and in the Legislature. The Democrat, who was appointed by Gov. Gavin Newsom after Kamala Harris became vice president, appeared twice on Tuesday's ballot. He was running to complete the current term, which runs through the end of the year, and to claim a fresh six-year term in the office.

Both Padilla and Meuser nearly beat odds set for them in a recent Berkeley IGS poll. So Padilla is running for the balance of Harris’ term and then six years of his own. He had 13.4% in the contest for the full term. Meuser, who focuses on election and constitutional law, had 19.6% of the votes as of 11:15 p.m. in the race for the partial term. That representative will serve until Jan. 3, 2023, when the winner of the general election will take over. Padilla, a Democrat, had to run in both a special and general election to keep the seat through January 2029.
