The Education Department said it would wipe out the debts of 560000 borrowers who had enrolled in the for-profit college chain, which collapsed in 2015.

In 2015, Arne Duncan, the education secretary at the time, announced that the government would wipe out their loans. Just as a bank appraises a house before it issues a mortgage, the Education Department is supposed to ensure that the programs it lets taxpayer-backed loans pay for are legitimate. When Vice President Kamala Harris was the attorney general of California, she sued the chain in 2013 over what she called an “unconscionable” scheme “designed to rake in profits” by targeting vulnerable populations like low-income workers, single parents and military veterans. Founded in 1995, the company acquired a string of schools nationwide and at its peak enrolled 110,000 students at more than 100 campuses. The Education Department will eliminate any remaining balance on the federal student loans of those who attended any Corinthian campus or online program during the chain’s 20-year existence. Mr. Biden, who promised during his campaign to knock $10,000 off the loans of “ everybody in this generation,” said in April that he was “ considering dealing with some debt reduction,” but White House officials said no final decision had yet been made.

Around 560000 student loan borrowers who attended Corinthian Colleges will soon get their balances cleared, senior Biden administration officials say.

Most recently, officials were leaning toward wiping out $10,000 for all borrowers who earn below $150,000, but a spokesperson for the administration said they've haven't come to any decision yet. That's the largest single debt forgiveness action taken by the government to date. The Biden administration plans to cancel all outstanding student loans for those who attended schools operated by Corinthian Colleges, formerly one of the largest for-profit education companies, the U.S. Department of Education announced on Wednesday.

More than a half-a-million people who attended Corinthian Colleges will have their debt erased. It's the most debt the federal government has cancelled.

"I am happy at the end of the day that our loans are being discharged, but the battle is not over," Suggs said. That group had also led a "student debt strike" in 2015 made up of former students from Corinthian College who said their degrees were fraudulent. The cancellation comes via the borrower defense program, a federal initiative that cancels the debt of students who can prove they were defrauded by their schools. "This action is long overdue, but we hope it provides these borrowers with a fresh start and an opportunity to chart a path towards a brighter, more secure financial future," said Libby DeBlasio Webster, senior counsel for the National Student Legal Defense Network, a borrower's advocate group. That pause is set to lift at the end of August. The original complaint against the school alleged it targeted poor Californians via ads and marketing campaigns that misrepresented the likelihood of students finding jobs.

Those were the basis of the first borrower defense approvals against Corinthian. It also led the Department to find that the company misrepresented to borrowers who attended its Everest, Heald College, or WyoTech campuses about their ability to find a job using their Corinthian degree. In 2013, Vice President Kamala Harris sued Corinthian when she was attorney general of California, alleging that the company intentionally misrepresented to its students about job placement rates and was engaging in deceptive and false advertising and recruitment. While our actions today will relieve Corinthian Colleges' victims of their burdens, the Department of Education is actively ramping up oversight to better protect today's students from tactics and make sure that for-profit institutions – and the corporations that own them – never again get away with such abuse." The announcement today builds upon conclusions first reached by the Department of Education in 2015 that Corinthian engaged in widespread and pervasive misrepresentations related to a borrower's employment prospects, including guarantees they would find a job. The action is the largest single loan discharge the Department has made in history.

ED has now approved more than $25 billion in loan discharges for more than 1.3 million borrowers. It also misrepresented the accreditation of its programs and actively misled students and loan agencies about the prospects of graduates finding jobs. Last month, this same process was used for a smaller group discharge for former students of Marinello Beauty School. Today the Department of Education (ED) announced it is forgiving student loans for former Corinthian College students, bringing relief to 560,000 thousand borrowers who attended the now-closed chain of for-profit colleges.

"It's a tremendous victory," says Eileen Connor, who directs the Project on Predatory Student Lending. "It is going to improve the lives of so many people. It's going to end suffering for so many people. The Education Department has also made it easier for borrowers to shed their debts through the Public Service Loan Forgiveness program and a separate loan discharge program for borrowers with permanent disabilities – both had been the subjects of NPR investigations. What the Corinthian Colleges case tells us about student loan relief (The Washington Post)

Today, a majority of likely voters support student debt cancellation, even those who don’t have student debt themselves. Debt Collective organizers learned of a largely untested provision of the Higher Education Act called “ borrower defense to repayment” that entitles student borrowers to loan relief when their school breaks state law. Forcing borrowers to individually apply for cancellation guarantees the most vulnerable will struggle to access the relief they are entitled to, putting them at risk should an adversarial president take office. A class-action lawsuit was off the table; the Corinthian students had signed away their rights to sue the company. The fate of working-class students who attend so-called traditional institutions is not always so different from victims of predatory for-profit colleges; they, too, are caught in a debt trap. But instead of protecting students, Obama officials facilitated Corinthian’s sale to a debt collection agency, a move that prevented students from getting the loan cancellation they would have if the school had closed. But it also doubled down on an onerous, individualized, bureaucratic process, in effect demanding each borrower to prove the fraud, despite reams of evidence. Under pressure, Education Secretary Betsy DeVos approved discharges for the small number of claims granted by the prior administration. But students could hold the Education Department accountable as the regulatory agency and issuer of their federal loans. Alongside this strategy, we plotted the country’s first student debt strike. Starting when Barack Obama was still in the Oval Office, I saw firsthand how they pushed multiple administrations for what they deserved, after borrowing to pay for degrees at what turned out to be a predatory institution. Had it been granted eight years ago when former Corinthian students began to organize, they could have been spared immense financial and emotional hardship.

As Joe Biden cancels debt for Corinthian Colleges' students, let's not forget Marco Rubio's eagerness to go to bat for the business that defrauded so many.

In fact, Bloomberg News reported seven years ago that Republican Sen. Marco Rubio of Florida seemed to take a special interest in the business, and even urged the Obama administration to go easy on the company that had defrauded so many. As we discussed soon after, Rubio’s letter argued that the Obama administration “can and should demonstrate leniency” towards Corinthian, despite the allegations of fraud. [...] The top-tier Republican presidential candidate had made his plea in a letter — obtained by Bloomberg Politics — dated June 20, 2014 and addressed to Jim Shelton, the deputy secretary of education, and Ted Mitchell, the undersecretary for post-secondary education. Federal officials also found that the company falsely told students their course credits could be transferred to other colleges.” There have been plenty of controversies in the world of for-profit education, but Corinthian Colleges stood out — and not in a good way. It’s against this backdrop that President Joe Biden is offering relief to the business’ former students.
