The announcement of the Homeland Security Department initiative has sparked backlash on the right — though we don't know much about what the board would do.

But Jordan’s contention that she said the “Hunter Biden laptop story was false” oversimplifies both the verification of the information and her argument — as she said in response to critics Wednesday. Now that I've got it: a HUGE focus of our work, and indeed, one of the key reasons the Board was established, is to maintain the Dept's committment to protecting free speech, privacy, civil rights, & civil liberties. Somewhat similarly, the name “Disinformation Governance Board” does sound a bit ominous; it sounds less like an effort to combat disinformation than to, well, govern it. “Congressman, the Disinformation Board addresses disinformation that imperils the safety and security of our homeland,” Mayorkas said. But the stated purpose of the effort was quite different from how it was cast by its opponents. And as The Post’s Philip Bump noted, even the computer repairman who handed over the laptop has said that certain claims about what’s on it don’t reflect what he initially saw. And since at least 2014, the U.S. has been bedeviled by the perception in some Central American countries that the United States is offering “permisos” for children who cross the border illegally — a rumor that picked up steam after President Obama announced he would not deport children who had come into the country illegally with their parents. Amid growing anti-censorship fervor on the right, a bevy of Republicans have suggested that the initiative amounts to policing speech. Mayorkas indicated its mandate was narrower than that: focusing on threats to the homeland. In a separate hearing, he mentioned it briefly as part of efforts to combat Russian misinformation. “Our focus should be on bad actors like Russia and China, not our own citizens.”

It is very easy to read “Disinformation Governance Board” and think it is some Orwellian government program designed to qualitatively analyze information in ...

The lack of clear information about what it is, what it does. The sociology of mass communications is a deep and rich subject, and one that bears very heavily on the policy challenges of the day. It provides no concrete explanation of what the board will do to accomplish that, and again it allows political opponents to just make up whatever they want. Of course, that’s almost certainly not what’s in store (beyond the Constitutional problems with such a thing, it wouldn’t make any sense at all). But without knowing what is instead planned, it’s hard to know what to think about it. It is very easy to read “Disinformation Governance Board” and think it is some Orwellian government program designed to qualitatively analyze information in order to deem it either suitable to be expressed, or forbidden. Indeed, the decision to announce this in a weird, furtive way, without details, focus, or explicit limitations, only served to create a firestorm of rage among the Fox News set.

The message from the right was a bit more revealing than Republicans probably intended. The report had been commissioned by the Bush/Cheney administration, but congressional Republicans and conservative media freaked out anyway, suggesting that the Obama administration was preparing to target political opponents on the right. When Homeland Security officials raised concerns about potentially violent radicals, and their possible impact on public safety, quite a few conservatives quickly assumed that this described them. This reminds me of a story from 13 years ago.

It’s peopled by a confederacy of dunces and botch-artists, incapable of carrying out its current mission. It pays thousands of press aides to play hide the salami with facts.
