The video uploaded to 4chan is incredibly shaky and has a red crosshairs in the center. An enclosed bridge between two school buildings is seen in the video -- an individual with a backpack appears in one frame -- before multiple gunshots are heard. Police are also investigating whether shots fired at a deli about half a mile down the street from the initial shooting location is connected. Individuals in the enclosed bridge are seen running. "It was like five shots and then stopped for like, one minute, and then four more, five more, and then again," Nicolido said. That individual's name has come to light as Raymond Spencer. He is a 23-year-old male," Emerman said at a news briefing earlier Friday. The investigation is ongoing, he said, adding that police do not have a motive at this point for the shooting. It was not known if Spencer is currently in the area. A girl is also being treated for a minor gunshot wound. "We believe that the suspect took his own life as MPD members were entering or breaching the apartment where the suspect was located." Spencer is not a suspect, Emerman cautioned. All three are being treated at local hospitals.

But he said that the police were no longer looking for the person of interest. For hours after the shooting, dozens of police cars and emergency vehicles remained on Connecticut Avenue, with several blocks still closed to traffic. “This is the first time I’ve heard any like this,” she said. The Police Department advised those in the Cleveland Park and Van Ness areas to stay inside. At one point, she said, she saw about 30 officers swarm the building. She and her friends ran to her house nearby, where they waited for additional information, she said. Parents waited for their children outside the school. Mr. Spencer’s name emerged “based upon the things we have seen on social media,” said Stuart Emerman, assistant chief of the Metropolitan Police Department. The suspect killed himself as the police prepared to enter a fifth-floor apartment from which he had fired more than 20 rounds, the police said. Those injured in the shooting included three adults and a 12-year-old girl. She thought it was construction noise.

Officials have announced that the suspected shooter who shot four people – including a 12-year-old girl – in Northwest Friday is dead.

The Sidwell Friends School in Northwest D.C. also announced it is on lockdown. Police later lifted the shelter in place. One witness told FOX 5 she heard four separate incidents or rounds of gunfire take place. There have been at least four victims located, including two women, one man, and a 12-year-old girl, according to authorities. Police swept the Cleveland Park and Van Ness area and urged residents to shelter in place. One of the victims was a former member of DC Police. All the victims are in stable condition and expected to survive, police said.

Metro police said they were conducting sweeps of the area in a search for suspects. “We have experienced this too much in our country,” she said. It wasn't immediately clear if the suspect was Raymond Spencer, 23, who authorities identified earlier as a person of interest. Authorities told people in the area of Van Ness Street, NW, and Connecticut Avenue, NW, in the Van Ness neighborhood, to shelter in place. Three of the victims — a 12-year-old girl who was shot in the arm, a woman in her mid-30s and a 54-year-old man — were stabilized, Emerman said. A woman in her mid-60s with a graze wound to her upper back was treated at the scene and released, he said.

Police did not identify him as the suspect, but said he is no longer being sought. During a Friday night press conference, police chief Robert J. Contee said the suspect was located in his apartment, along with over six firearms and multiple rounds of ammunition.

Police had identified a person of interest in the case as Raymond Spencer, 23, of Fairfax, Va., and said his name emerged on social media posts. Officers questioned people fleeing and had some hold their hands in the air to make sure they weren’t involved. The sound of gunfire erupts, and one of the glass panels shatters. A black armored vehicle followed minutes later, with two men in camo riding in the back. “There could have been a lot of damage done, and lives lost.”

The gunman had posted a video of the shooting on 4chan, though police are still working to determine whether it was streamed live or recorded and then uploaded online, Contee said. Bugay said the university sent emails telling students to stay in place. In a tweet Friday, the college said there was an “active shooting incident near student housing.” Police in tactical gear were seen escorting people — including college students from nearby campuses — out of apartment buildings in the area. She said it sounded like the shots were coming from above and at a distance. As officers were approaching the fifth-floor apartment where the gunman was holed up, they believe he took his own life. The epidemic of gun violence, the easy access to weapons, has got to stop. The man had been “linked to social media postings” that emerged as part of the investigation, Assistant Police Chief Stuart Emerman said. The shooting was recorded and posted online on 4chan, an online message board.
